In the absence of any authoritative explanation of what the requirments of the Imperial policy are we can only make a conjecture as to the Imperial aspects of the problem which are put foward as justifying the attitude of the Secretary of State in shelving or rejecting the recommendations of the Sheen Committee and the Shea Committee. [...] If the proposals of either of these Committees puported to deal with the question of the organsation recruitment or training of the Expedtionary Force or the British Territorial Force one could understand the validity of the criticism ; but they deal only with the Indian Units of the army in India and the method of utilising the man-power of India for the fomation of a Territorial For [...] The conclusion of the Committee that the very narrow scope of the scheme for Indianisation of the higher Ranks of the army prevents any matrial improvement in the quality of the canddates or in their number is fully justified by the evidence and will command the accetance of all fair-minded critics. [...] Judging from the utterances of Lord Brikenhead and the Comunique of the Government of India the odds are apparently against the acceptance of the recommendations of the Committee. [...] During the War the depreciation of the mark and the crown in terms of foreign currencies was less than the decrease in the internal puchasing power while in 1920 the rise in the price of Swiss Francs in Hungary exceeded the rise in the cost of living there.
