The fact that the possession of the plate remained with the above Mohuntas till the last and that a king of Tippera sent a Pandit down to the village to decipher it without attempting to acquire it points to the same conclusion. [...] The Harikelmandala or the kingdom of Harikela may under the above circumstances he identified with a tract roughly covering the southern part of the district of Tippera on the evidence of the find-spot of the plate. [...] So Sircail at one time formed a major portion of the district of Tippera and preserves the name of a very ancient kingdom which might have extended to the hills on the east and to the sea on the south. [...] 40 This suggestion was approved by the Lieutenant-Governor of the Punjab." No prompt notice being taken of this suggestion by the Government of India the Commissioner remarked on November 14 1863 "What appears to be the evil of our not acknowledging the de facto ruler of the country is that the other Sirdars to whom the fact of our keeping the matter in suspense is well known will be incline [...] He wanted to procure 6 000 muskets from British territory with the assistance of the Comissioner of Peshawar obviously for the purpose of using them in the ipending contest with Afzal Khan."
