75 And we the people of Bhagalpur are under the deep obligation to your Honor in that in carrying out th8 scheme of Agricultural Improvement your Honor has been pleased to locate the Agrcultural College and Farm here at Sabaur where the beauty of the buildings will attract and please: the eye while the minds of the students will be opened to new light and truth elicited by many experiments c [...] "Your Honor —Before I request you on behalf of the Agrcultural Department to lay the foundation stone of the Provincial Agrioulturat College may I be peimitted to give a brief descrition of the buildings; to refer shortly to the policy which the Government has in view for the development of the Agricultural Department of which the building of this College is a very important part and also [...] In the extreme north we have a very fine piece of rice land consisting of 20 sores ; to the south of this but north of the railway is the magnificent site upon which you see the foundations of the college. [...] An Agricultural Department in India differs from a similar organisation in western countries in that the latter is the outcome of the spontaneous demand of the cultivators while the former has been created from above and the gap between the Department and the people to benefit whom it hai been created has to be bridged. [...] His Honor then left the dais and went to one of the pillars which is under construction in the verandah of the building in full view of the assembly and laid the foundation-stone.
