In Romagna in Emilia in Apulia and elsewhere the municpalities were under the sway of the Socialist Leagues the Royal Guard bowed before the Red Guard the Prefect of the province was at the beck and call of the Secretary of the 'Labour Chamber'. [...] All this together with the failure of the reign of abundance prophesied by the Red leaders and the noisy failure of the occupation of factories alienated even the proletary masses from Socialism and prepared the way for the new competitor. [...] The final and decisive element of the Fascist assertion has been no doubt the ability of its leader who had both the skill and good luck of making the most of the errors of Socialism and of the incapacity of the Liberal Government. [...] But what are the characteristic features of the Fascist Corporations ? These are defined as 'the instruments which under the protection of the State bring about the integral organic and unitary discipline of the prductive forces in view of the development of the wealth political power and welfare of the Italian people.'
