We shall call capitalism that condition of economic society where capital is the prime factor the one that has the initiative and the leading role in the economic life of society the one that commands land and2 THE NEW REVIEW labour in the production circulation and distribution of commodities and 'services. [...] THE BIRTH OF MODERN CAPITALISM 5 But cannot the responsibility be ascribed to the general attitude of Puritanism ? Does not its view on the `calling' of every man lead the wearthy Puritan to regard business activity as his special mission and riches as a sign of God's favour ? It could of course but only at the cost of renouncing the pristine ideals of the elders. [...] According to a document of 1073 we learn that different owners had 'shares' in a ship ; and that the capitalist who supplied two-thirds of the goods or of the money had a right to half the profits ; the rate of distribution being one-fourth to labour and three-fourths to capital ; one partner supplied two-thirds of the capital the other gave one-third plus the labour. [...] During the economic readjustments of the post-War years the question of the supply of raw materials loomed large andTHE QUEST FOR COLONIES 11 the interest in colonies was again heightened by the fear of shortage and monopolistic control 6f colonial products. [...] The American tariffs the French quotas the German system* of exchange control the Italian tariffs quotas and exchange restrictions and the tampering with the currency in nearly every country are so many obstacles in the way of international trade.
