More than the superiority complex of the army the expansionist policy of the Company making it dependent on the services of the army. [...] The wars of the 18th and 19th centuries and the frontier wars of the 20th increased the army budget by a proportionately increasing amount. [...] The deficit by which the first Finance Member of the Government of India was faced was due to the expenses of the Sepoy Mutiny. [...] Although the supremacy of the civil over the military power has now been recognized as a paramount principle of the Indian constitution the tremendous influence of the army in shaping the Government policy cannot be gainsaid. [...] The greatest problem of constittional statesmanship of the future is to find a proper place for the power and activity of the army in a system of responsible government.
