The Code expounds a theory to which the members of the Union apparently do not demur ; the theory starts from the fact of human solidarity and urges on the one hand the duty of all nations and tribes to contribute to world welfare and on the other the right of the elite of makind to assist the mass. [...] Other defects with which democracy in England is at present confronted are the inefficiency and laxity of parliamentary control over the executive the ineffectual exercise of fiscal cotrol by representatives of the people the tyranny of party discipline which gives Government mechanical majorities the excessive powers of the services and the absorption of the Cabinet by the 'Government of En [...] The Greek cult of the beautiful in bodily form—the curve of muscle the line of bone and sinew the co-ordination of parts among themselves and their subordination to the whole—which produced the athletes of Marathon and Athens was prompted by a sense (not yet fully reasoned out) of the companionship and mutual depenence of soul and body for the well-being of the animal rationale. [...] This however requires the natural subordination of the inferior to the superior the transitory to the eternal the mortal to the immortal—the body to the soul ; just as the created soul itself has to serve the uncreated Creator. [...] It is not the strength of a Gama or a Joe Louis nor the agility of a Tommy Farr nor even the symmetry and beauty of line of a Dempsey ; but the degree of bodily fitness which is necessary for the normal functioning of the soul and the well-being of the whole man.
