To the people every department of the government and every individual in each are responsible and the more full their information the better they can judge of the wisdom of the policy pursued and the conduct of each in regard to it. [...] The Mexican Government actually suggested a formula' for the generalisation of the doctrine all through the two Americas but the reaction of the U. S. to the proposal can be guaged by the fact that no proposition of any kind tending towards the generalisation of the doctrine was advanced at the coference. [...] " It was stated therein that it 'had not recognized nor will it recognize the Monroe doctrine or any other doctrine that attacks the sovereignity and independence of Mexico.' ' The formula was the acceptance by the two Americas of the Monroe doctrine as their own but subject to the 'inviolability of the principle of national autonomy' of each of the states of the New World and absolutely 'any [...] The American Governments insist 'that such possessions shall not become the subjects of barter or conquest between rival European powers or be made the scene of the settlement of European difficulties.' A Joint Resolution of both Houses of the U.
