[...] LACK OF CO-OPERATION It is a welknown fact that Prohibition became a live issue with the advent of the Congress governments306 THE NEW REVIEW in the provinces and after the departure of the Congress governments from power there has been little assistance from Congressmen in the detection of Prohibition crimes or in the matter of propaganda.
