The plan of entrusting the elections of the next provincial governors to the masses looks like a caricature of demcracy and lays the country open to the risks of mob-rule. [...] The claims of the Basques of the Catalonians of the Croatians the Scots the Welsh of every poky little nation to be called a political Nation and to form a State of their own would be irresistible. [...] The will of the people which was intended to mean the will of the united people of India has come to mean the will of two peoples of India. [...] In the present essay we shall examine the question from the ethical standpoint The Bill has been published in extenso in The Calcutta Gazette r5th April 1947 at AUPoreSHOULD THE ZAMINDARS GO ? 177 leaving to others the important task of passing judgment on the economic value and the political expediency of the Bill. [...] II When in 1793 Lord Cornwallis introduced the mesure known as the Permanent Settlement he intended to safeguard the Revenue of the State to protect the rights of the tillers of the soil and to create a landowning class similar to the English Lords that would look in a fatherly manner after the interests of their tenants.
