The Preamble proclaims the resolve 'to secure to all citizens justice social economic and political; liberty of thought expression belief faith and worship; equality of status and of opportunity; and to promote among them all fraternity assuring the dignity of the individual and the unity of the Nation.' Philosphers will discuss whether the virtues enumerated in the Preamble cover the whol [...] The State therefore guarantees to protect the Family in its constitution and authority as the necessary basis of social order and as indispensable to the welfare of the Nation and the State.' The omission is most grievous. [...] 14 gives the Government among other things 'the determination of national econmic plans' the administration of all economic enterprizes of 'all-Union importance' the direction of the credit sytem the 'determination of the basic principles of lantenure and of the use of mineral wealth forests and waters'; in other words the absolute control of every ativity which has an economic bas [...] Montague the then Secretary of State for India on 20--8-1917 in the House of Commons assured that the policy of His Majesty's Government with which the Government of India concurred was the gradual develoment of self-governing institutions with a view to the prgressive realisation of the Responsible Government in India.252 THE NEW REVIEW More definite still was the declaration of His Maj [...] In particular the infinite complexity of rating the immense variety in the bases of freights and the illogical negation of the principle of telescopic charging have prvided the main platform of enlightened criticism.
