The explanation for this wastage and stagnation which occur more largely in the rural areas is sought in the poverty of the parents their inability to appreciate the advantages of keeping their boys at school for a number of years the inevitable inefficiency of the Single-School-Teacher system the want of adjustment between the curriculum and the environments of village life the low qualificat [...] The improvements required in the qualifications and training of teachers the prescription of a four years' period of compulsory attendance the increase in the strength of the Inspecting Staff the provision of more teachers for primary schools.( 47 ) all imply the need for a still larger expenditure upon the attainment of these objects. [...] The enomous wastage of students during the University course is a proof either of the inefficiency of the system of secondary education or of the unfitness of many of the students who complete the secondary course for collegiate study. [...] The reason for the failure seems to me to lie partly in the method of teaching partly in the nature of the subjects included and partly in the inadequate training and equipment of the teachers themselves. [...] The enthusiasm amongst the ranks of our workers especially of the younger generation the reac'iness with which the rank and file come to co-operate with the leaders the starting and the successful working of the Protection Fund and above all the support that we are getting in an ever-increasing measure for the magazine which the S.I.T.
