As at present the school life is limited wholly to the drudgery of lea/wing the simple fundamentals and a large amount of the time and energy of our children is devoted to the formal traditional work and not to the present individual and social needs. [...] The inevi table result is a mechanical type of instruction which urges the absor;.tion of information by our students and the blind repetition of what the text-book says without having the slightest insight into the practcal application of the principle involved. [...] In the Federal Constitution which aims at uniting Feudalism with Democracy the development of National Education witn a stimulating bias towards promoting the productive efforts and satisfying the varied needs of the people will be one of the chief functions of the popular ministers responsible to the federal legislature and with control over the finance. [...] One of the vital defects of the system in addition to the lack of provision for military training is to banish the industrial earning-Power of the nation which has long lain dormant and the exploitation of the rich and varied resources of the country is all but complete. [...] It is no wonder that during his regime the College became the most popular centre for( 172 ) advanced studies ill English among the Colleges of the Agra University and in the very first year of affiliation for M. A. in English it passed as many students at the Previous Examination as all the Colleges of the Agra Unversity put together and practically all the leading places in the lTniversity e
