The war however has produced no impression on the Government of India ; instead of becoming alive to the educational needs of the country and ministering to them it has shirked its responsibility by transferring education to the Minister of the Provinces. [...] The low value is due partly to over-production and partly to the unsuitability of the men to the requirements of the profession they join. [...] I drew the attention of the Government of India to the necessity of the immediate establishment of the Board recommended by the Hartog Committee and the Hon'ble Sir Frank Noyce on behalf of the Government replied. [...] The Government of India accepts the recommendation of Hartog Committee on which they are prepared to act." He further said that revival of the central advisory board was also under consideration by the Government of India." Thep he said "I am glad to find that the majority `.of the Local Governments recognised the necessity for the resuscitation of the advisory board which would be in a positio [...] In fact it has been held by philosophers of the rank of John Stuart Mill that in the wisdom of life and in the maxims of good sense applied to a public and private life the ancients were nearly on the same level as the moderns.
