Augustus Birrell the author of Obiter Dicta in an amusing article called forth by the Regius Professor's assertion objected to this limitation of the province of History and refused to acknowledge that the dpmain of * SOCIAL ENGLAND a Record of the Progress of the People in Religion. [...] the connection of Scotland with the medifeval quarrel with France the recurrence of traces of the old hostility of Northumbria for Wessex in the post-Conquest history the results of accidents like the large family of Edward III or of dynastic scheme's like those of that prince and of Henry VII and the development of such an idea as that of representation—all these and many more could be made [...] It does not appear therefore that the raising of the fees is checking the number of candidates and I confess I am unable to see having regard to that and the improved financial position of the University and the increased grant which Government has been able to give to other institutions that the policy of Government is open to attack. [...] A study of the reports of the Director of Public instruction will show that between 1889-90 and 1893-94 the last year reported on the number of institutions under the head University Education" has increased by one and the number of students from 1 752 to 2 130 ; under the head " Secondary Education " the institutions have increased from 412 to 431 and the pupils from 42 131 to 46 611 ; awl [...] I see the difficulties—the posponement of marriages the confidence and trust of parentS in the masters the confidence of masters in the investment of their capital in buildings.
