[...] They run as follows :— That while every branch of education can justly cl aim the fostering care of the State it is desirable in the present circustances of the country to declare the elementry education of the masses its provisison extension and improvement to be that part of"the educational system to which the strenuous efforts of the Stat should now be directed in a still larger measur [...] The absence of an adequate supply of female teachers and the social objection to the employment of women on remuneative work seem the Director states to be inure potent obstacles to the advancement of female education than the system of early marriages or the seclusion of females from public gaze which would not generally interfere with the education of a girl up to the primary standard.
