In most of the universities the old matriculation age-limit (in the Punjab it was fifteen) has been abolished with the result that many students have been admitted to the universities who are still too young for university education.' Similarly a resolution of the Academic Council of the University of Delhi in March 1928 dealing with the question of the supply of candidates for military commi [...] With the steady increase in numbers of professional men successful merchants and especially of well-paid officials promoted in the course of Indianization of the Services the old caste system long since disintegrated as a part of the social structure is in a fair way now to being replaced by a classtratification corresponding in its main features with the stratifiction that obtains in [...] And particularly to provide for the rapid production of a directing class It is imperative as the only solidly constructive solution of all the present political problems to hasten the establishment of a far-seeing and broadminded educational tradition specially framed to meet the needs both present and future of an Indian ruling class; that is to say of all those who by virtue of birth pr [...] The extent to which they so depend has perhaps been hitherto obscure to him owing to that responsibility lying so much in foreign hands; but with the Indianization of the Services in the official world and the increase of well-informed criticism of administration in the political he is appreciating more and more the fundamental importance to the State of the quality of the man in charge'. [...] The more the operations of the mind were studied experimentally the greater was the conviction of the psychologists that all these opertions were unitary.
