We have now the strange spectacle of first class M. A.'s who are as innocent of the knowledge of the composition of water or of the properties of the mysterious electric " fluid " as a new-born babe and all this in the third decade of the aoth century ! Then again the relegating of Geography and History to the back seat has been productive of disatrous consequences. [...] The Library system of the United Kingdom that is the system of which the citizens are joint owners is based on four units' the Nation the University the Borough and the County. [...] The colletion of books in the Office of the Registrar of Bocks ought to be properly housed and made the nucleus for a National Library Better than that it would perhaps be more advatageous to amalgamate the collection of the Registrar of Books with either the Connemara F.)ablic Library or the Madras University Library and I would add preferably the latter if you will not charge me wit [...] The factors entering into its planning are numerous—the rate of growth of the student body the rate of growth c f the collection of books the amount of space rcquired for reserved books depending on the methods oil teaching in vogue the prominence given to advanced research the consequent demand for tables and study places with a certain amount of comfort and seclusion the large question of se [...] Aurally the total amount available for the administration of the Libraries and the consequent efficiency of the Libraries would depend upon the size of the town.
