A. classes [...] The history of private-managed istitutions all over the country is a. uniform tale of friction between the Headmasters and the Committees of Management of the overiding of expert academic opinion the exhbition of ignorance in educational matters the perpetration of favouritism in appoint. [...] It seems most desrable to encourage a uniform rate of speedy progress ; to prevent the over-lapping of worli and ensure the pooling of resources to the best advantage and to introduce the benefits of the most up-to-date educational theory all over the land instead of leaving it to the accdental support of individual heads of edcational administration of Directors Of Public Instruction [...] It was only the other day however that the Government of India committed the mistake of completing the devolution of power by laying down that it was not necessary for Provincial Governments to take the previous sanction of the Goverment of India even for the introduction of legislative measures for the establishment of new Universities.
