[...] We consider that the main objectives of school instruction should be defined with reference to the general environment in which the average pupil lives and has to live the number of years that he is likely to spend in the school the kind of vocation which the pupil is likely to engage himself in after completing the course in the grade under consideration and finally adminstrative and financ [...] The committee fully realise that it is one of the important objectives of education to promote the physical well-being of the pupils and the report says that the members are fully conscious that formation of character and personality is an equally important objective of education.
