And the judge in a passion refused to hear the affidavit and then deliberately advised the Executive Government " that he saw no reason " to be dissatisfied with the proceedings." It was bad enough to record the verdict wrongly but to refuse to hear Counsel when chewing upon affidavit that an error had been made in the rem: (—What are we to say of it ? Again the Court's own retard it will [...] The only way in which the wrong can be partially redressed is by the Press characterizing the proceedings of the Court in proper terms ; and it may be possible we hope to get the ease in some shape or other before the Privy Council since the local Executive declares it to be impossible for it to interfere. [...] The words are few ; but they chronicle the passing away of interesting nteresting Maga in the development of law out of that which (to quote the Protector) was " a tortuous and ungodly jumble." In the statement of objects and reasons which follows the Bill we find all the above shortcomings cheerfully alluded to as " difficulties of construction which might at any time prove =bemusing to the Go [...] The principal of these was the growing import of cheap arms ; and one of the main features of the Bill is a measure intended to check this trade in future. [...] The question is one of the many which the tweltth section of the Bill reserves for the C :...:rne:-Gene.al in Council who is to make rules on all conceivable matters relating to the operation of the Law.
