If in addition to this earnestness of purpose the Commission brings to the enquiry the special gift of clearness of insight the power to discern what is possible to us and what is not-we shall have for the first time in the history of our rule a statesmanlike review of the actual condition of the country as a whole with the responsibilities and duties that belong to us as its rulers. [...] No wonder that the Press which represents the classes thus relieved from the fear of an Income-tax and especially the Native Press of Calcutta almost wholly in the interest of that class "unanimously approve the financial measures proposed ' as the telegram says this morning." It is so pleasant to hear the voice of a strong man speaking to us in the midst of the general feebleness that charact [...] The friction became so great and seemed so inevitable under the old system that the Secretary of State in February 1876 addressed a despatch to the Government of India on the changes which under existing circumstances seem necessary for the purpose of ensuring unity of action in the Government of the Western and North-Western frontier of India." The origin of these schemes for a re-organizat [...] The Secretary of State and Lord Northbrook's Government were agreed that what they called the dual system that is the intevention of two Govornments—Bombay and the Punjab—btween the Government of India and the frontier officers was mischievous and they were prepared to hand over the whole frontier to the Punjab Government acting under the orders of the Supreme Government. [...] As the war has progressed the proof of the utter inhumanity of the Turk and of the injustice of the abuse heaped upon the Russian has become clearer and clearer until we find the apologist of the Turk obliged at last to degrade him to the level of the wild beast to find excuses for him at all.
