[...] At present the Post Office confines itself to the recovery of the bills of Indian tradesmen only and the proposal is to extend this business to ti-re recovery of the bills of foreign tradesmen in the same wr.y 1 We are using the machinery of the Government of India to promote the convenience of the Indian shokeeper and the Indian purchaser who between them defray the cost of this machinery [...] In the sentence in which it remarks that there is no objection to persons unconnected with the_servioes taking part in the discussions on some of the many subjects in the programme of the congress the necessary inference is not only that Goverment officials of all classes are forbidden to take any part in any of the sections of the Congress under pain of the displeasure of Government but th [...] The poor houses of the western districts are thronged by men women and children in the last stage of exhaustion and the death-rates which they chronicle prove the reality of the distress and the unwillingness of the people to come upon the State for relief. [...] sQo IT is a source of profound satisfaction to the conductors of this journal to find how exactly they have anticipated the judgment of the great leaders of public opinion at home upon the subject of the War and of the Frontier policy of the Government of India.
