The landowners of the tribe are punished by a fans ; the common herd of offenders suffer in person and property from the privations incident to the blockade or occupation of their country; and inducments of the strongest kind are brought in to'play to ensure the surrender of the leaders. [...] 149 of practically reducing Bombay to the importance of a small' Lieutenant-Governorship and of raising that of the Punjab to the rank of a 'Governorship we cannot see that the supposed necessity of compensation to the former has oven the weight of a sentimental argument. [...] In the meantime it might be useful if the Commission would lay down some general principles to indicate the kind of circustances which would justify Government in calling for voluntary aid and the character of the assistance voluntary agencies are fitted to render with the greatest benefit to the sufferers and the least degree of interference with the machinery of the State. [...] That part of the work of the 00111113i88i011 which will chiefly invite the attention of English statesmen and the English press will be their enquiries under the second bead where they will be expected to show in the words of the despatch " how far it is possible for Government by its action to diminish the severity of famines or to place the people in a better condition for enduring them." I [...] To these two questions as well as to the great questions pertaining to the improvement of agriculture and to another subject of importance the re-clothing of denuded tracts with trees and the formation of new plantations we hope the Commission will give its most earnest attention How to improve the agriculture of the country and how to redeem the mass of the peasantry from the utter poverty
