But the Goernment of Madras is apparently more alive to the necessities of the time than the Government 'of India and the Government of the North-Western Provinces in regard to the distress in the North-West. The italics in the letter are mitts and 1 hag earnestly the attention of the Government to the facts remarked by the writer. [...] The essetial feature of the new policy is the imposition of a prohbitive tax on the introduction of firearms ; coupled with the absolute closing of our ports against the machinery necessary for the manufacture of guns in this country. [...] Vessel! No doubt the writer represents the opinions of a section of the Russian public as the writers of private letters to the Daily Telegraph represent a section of the English public.
