The questions are included under four chapters the first of which deals with the condition of the country and people ; the second with relief measures during the earliest stages of distress ; the third with famine relief both by the provision of labour to the able-bodied and o f gratuitous aid to all who are unable to work ; and the fourth with the question of famine prevention in the future [...] It was seen or thought to be a danger to the commonwealth to allow the Estate to be taken possession of by the men to whom it really belonged and instead of a wise and magnanimous recognition of the fact that the latter must be reasonably protected as well as.the Taluqdar — we boldly confiscated the property of the creditors for the benefit of the State !
