The questions are included under four chapters the first of which deals with the condition of the country and people ; the second with relief measures during the earliest stages of distress ; the third with famine relief both by the provision of labour to the able-bodied and o f gratuitous aid to all who are unable to work ; and the fourth with the question of famine prevention in the future [...] It was seen or thought to be a danger to the commonwealth to allow the Estate to be taken possession of by the men to whom it really belonged and instead of a wise and magnanimous recognition of the fact that the latter must be reasonably protected as well as.the Taluqdar — we boldly confiscated the property of the creditors for the benefit of the State ! How is it some may ask that such t [...] The marriage of the Duke of Edinburgh with the daughter of the Russian Emperor the benevolent and upright character of the Emperor himself his visit to London his evident desire to cultivate friendly relations with us and finally his emancipation of the serfs —had all assisted to free the national reason of the monstrous belief that the foundations of the British Empire were laid in the bottom [...] Knowing as Lord Derby professed to do that the fall of the Ottoman Empire was at hand and that to win the affection and confidence of the subject Christians who would then become dominant races was of tge first importance to the British Empire Consul Holmes we should conjecture would have been instructed to lend a ready ear to the grievances of the insurgents and to pledge the power of the [...] The Due D. ecazes drew a graphic picture of the probable spread of the insurrection of the consequent rising of one province after another in the Ottoman Empire of the greater and greater effusion of blood of the gradual dismemberment' of the rumire until at last as he feared all Europe might be drawn into the vortex." The &Wien Government appealed to Lord Derby.
