"It was suggested in the Note placed below that it was clue to the Courts not paying sufficient attention to the provisions of section 191 of 1809 whimh authorises the Court to order the payment of the debt by instalments with or without interest This is the opinion of the Commissioner. [...] Is the condition of the people the mime else where and is the only reason we keep them that the opportunity for emigration is wanting 1 "I should like a copy of the answers to Lord Lawrence's Circular of 1867 on the comparative merits of British and native a duathistratiou. [...] In the first place they restricted its protection to tenants who had been twelve years in occupation of the some land without the usual change of fields and then they decided that even as applied to these the customary rates might be raised in proportibn to the increase in the value of the production of the farm. [...] Simla is not only removed from the influences of the social and political forces that are beginning to disturb the lethargy of a thousand years in India but is equally removed from the wholesome influences of the great river of the water of life that is surgine in the heart of Western humanity. [...] At the very moment when all men see the handwriting upon the well against the Porte; and are antdating his overthrow and extinction and the re-arising of the whole of that part of the world into now and healthy life— England of all other powers voluntarily places her forces at the Porte's disposal to make war upon the inevitable.
