The first great sin which has brought down on the Association the ire of his Excellency consists in attributing to the Government of India views which were the views of that Government under Lord Lytton's predecessor but are not the views of the present admiuistration. [...] O'Oirdear tido one of those whose exertions mainly contributed to the anomie of the Exhibition so far as the raw products of the country are concerned and the Governor-General in Council is planed to Winder one of the gold medals awarded to himself peraonallt by the International Jury and to present it to that gentleman as the Officer of the Government of India whose services specially merit r [...] The distress that has been is being and must still be caused in the Punjab must be taken into the account if we would estimate the cost of the war to the people of India. [...] Still that does not affect the principle which is that that the first duty of the State as the trustee of the public funds is to save the lives of the people ; and we do not question but that the same principle would have been as warmly enforced in these later distressful years had not the attention of the English nation been egrossed by wars and rumours of ware nearer home. [...] But we do regret the loss of temper the feminine petulance displayed ; still more the uncharitable spirit in which be interpreted the words of the memorial and the palpable injustice of the rebuke be adminitered.
