The petitioners say they " are notaware of the probable cost of the war but the prime cost alone has filled the people of India with alarm and the subsequent cost of maintaining the fruits of this war has also produced the greatest consternation among them." We do not think that any member of the Government has any idea of what the actual cost of this war will be.
