The relation of the Government to the governed has often been illustrated by that of the shepherd to his flock but the parallel is especially applicable in countries where the former is the land-owner as well as the ruler. [...] The curse of the country is to be found in the rigorous and vigorous revenue-system which makes it an heinous offence on the part of the local officers to suggest suspensions or remisions in years of scarcity not in the money-lender who enables the cultivator to tide over his difficulties.
