The mutiny mins to have broken Out on the morning of the 3rd and the first time we hear of the Amir being himself besieged is on the morning of the 4th. [...] Os the 24th of June last we wrote as follows :— " The saddest thing connected with the business (the famine " in Cashmere) is the alleged utter indifference on the part " of the Maharajah's Government to the distress of the people " while they endeavour to conceal the truth from the Punjab " and Indian Governments who are to ready to believe an" thing which relieves them of responsibility. [...] In considering the question of the admission of natives of India to the higher grades of the public service it is necessary to remember what the actual facts are with regard to their employment iu the public service as the case stands. [...] To prevent a result of that kind the Senate agreed to adopt the elimination system —that is to strike off after each voting the name at the bottom of the list thus reducing the number of candidates to two of whom the one who receives the suffrages of more than half the voters is elected. [...] While this is our opinion on the question of the vote we admit that the result appears to nullify the recommendtion of the Faculty of Law and the Syndicate and it seems to be desirable that the recommendation of these bodies should carry great weight with the Senate.
