The sudden agitation on the part of the British Government regarding the reform to be executed iu Asia Minor by Turkey in terms of the Anglo-Tutkieh convention and the despatch of the British Squadron to Vourlah seem to have roused the suspicions of both Turks and Russians and wo learn by a late telegram that the Russian Ambassador in London has been recalled. [...] The Te/egraide is even more unscrupulous in its support of the Ministry of the day aul the policy of the moment and it is no secret in London that it is favoured with a constant correspondence with the Private Secretary of the Premier It is hardly to be expected that the recipients of such favours and the slaves of so many caprices will be provoked into independence even by these monstrous Rules [...] The important part of the proclamation is the announcement that " the British Government after consultation with the principal Birders tribal chiefs and others representing the interests and wishes of the various provinces and cities will declare its will as to the future permanent arrangements to be made for the good Government of the people." This is vague enough and indeed so vague on the w [...] And if the Government and the courts of law were to abstain from interfering iu the relations between landlord and tenant and to leave them to be arranged by the mutual interests of the parties the days of Wade would probably be revived and the ryot placed absolutely at the mercy of the xemiudar.
