Now let us see what the present Government of India did in respect of the treaties of 185o and 1857 The second article of the treaty of 1855 bound the Government of India to respect the Amin' territories and never to iuterfere therein." But iu 1857 when we went to war with Persia a new treaty wasmade by which this Government agreed to pay during the war a subsidy to the Atnir and it was sti [...] When the war was over and the subsidy ceased the British mission was withdrawn and the only part of the treaty of 1857 which remained in force as supplementary of the treaty of 1855 was the agreement that henceforth the British representative in Afghanistan was not to be a European officer. [...] The Government of India in soliciting the sanction of the Secretary of State to the rules lately published remarked :—" The effect of the rules will be that in process of time about one-sixth of the Civil Service will consist of natives of India selected for the service under these rules. [...] Although the Imperial Government according to the provision of the Act could only claim the net proceeds after the cost of collection had been deducted from the gross collections the AccountanGeneral acting under the strange fatality we have noticed credited the Supreme Government with the gross sum which meant a loss of Rs. [...] The duties of the Commission are more partcularly defined as consisting in the preparation of "au analysis and digest" of the existing laws ; an examination of the various suggestions which within the lest few years have been made for the amendment of the rent laws ; and finally the submission of a draft bill based on the facts and conclusions the commission may have arrived at.
