Those who bow before him do not reverence the statesman the diplomatist or the man—not even the agent of the British Government —but the representative of England's majesty and in ail especial sense of the Imperial power of Great Britain. [...] If therefore we regard the Viceroy when performing his ceremonial duties as the representative whether of British sovereignty in the abstract or of the person of the sovereign it seems to be necessary to put aside all consideration of the policy which he may be carring out as the agent of the British Ministry as well as of those acts which are more personal to him as a ruler and a man. [...] The number of copeting colonies has lately been swelled by the addition of Fiji and in no year of Indian emigration has the supply of coolies proved equal to the demand: But the success of the scheme should not be left to the discretion of the colonies on the present list. [...] The Rajpittana State Railway has of course added considerably to the trade which passes through the City of the Taj ; but " the connection of the Native States of Rajputana by rail with the rest of India has diminished the profits of the Agra merchants who formerly received commision for despatching goods to and from Native States onward from Agra."
