The immediate task to he undertaken by the constructive workers in the country should therefore he the improvement and encouragement of such occupations and activities in the villages as effect the economic improvment of the masses and raise their standard of living. [...] The only form of organization that one can conceive of in these conditions of our economic life is the co-operative and the time has come when in the interest of national progress it has bcome necessary to harness the effort and enthusiasm of the common man for the econmic development of the nation on lines which harmonize the interests of the individual with those of the State. [...] In view presumably of the chaos and confusion that arose in the wake of the last Great War the Government of India—and taking the cue from them a few Provincial Governments—have started to think in terms of planned economic recostruction after the War and have sought the assistance of some of the leading economists and businessmen in the country to aid them in their task. [...] Causes of Low Income of the Masses The present low level of income of the masses may be attributed to (a) High taxation of Government (b) The exploitation of the middlemen and the money lending classes (c) The ignorance of the masses of the scientific and improved methods of agriculture (d) The indifferent attitude of the people towards their old democratic institution namely the village Pancha [...] THE following are the main points of the Draft Han for a Village Reconstruction Project presented by the Ad Hoc Committee on the subject to the Standing Committee of the All—India Women's Conference at Coconada and accepted by it and the plenary session of the delegates : I The Project should be started in one village of between one and two thousand inhabitants of mixed communities and functions.
