Some figures of actual incomes which are available for canal-irrigated tracts of North-West India will serve to show both the severity of the struggle which was the lot of the cultivator and the degree of the mucneeded relief which the past year has afforded him. [...] the landlord provides the land ; landlord and tenant both contribute to the cost of cultivation the contribution being much greater in the case of the tenant than of the landlord ; and landlord and tenant share the produce of each crop in equal proportions. [...] His business is twofold— to convey the problems of the farmer to the college and to convey the results of the researches at the college to the farmer. [...] It is here that a clear and concise key to the identification of the variety proves of immense help in the work of rogueing and as referred to earlier it is the duty of the breeder to provide it. [...] All this however in the absence of necessary legislative measures requires close supervision and pesonal interest on/ the part of the staff of the local Agricultural( Departments and the success or failure of any Variety at the growers' holding is regarded as any index of the efficiency of the Agricultural DepOtment..
