The Council must play a vital part in solving our food problem and against the background of the realities of that problem must the Council organize and coordinate most of its work of research in the field of agriculture. [...] I would venture to suggest that our procedure may well undergo a change and on annual meetings of this nature our Council should debate the broader questions of policy related to the main functions of the Council in the context of the agricultural situation of the country. [...] Most of the comparatively small questions which take up the time of the Council at the annual meeting could well be finally disposed of by a smaller body leaving it open to a member of the Council to raise discussion on any of the questions if he felt the need. [...] During the course of the last year the expert staff of the Council and the research reorganiztion committee have also reviewed all the schemes of the Council at present under opertion. [...] quality and quantity of exhibits and for judging so that arrangement of the exhibits in the shows may be more methodical judging may be easier and more perfect and both the exhibitors and the public may gradually become versed in the essential and finer points of the vegetables and flowers.
