Howard was at the head of educational affairs in this presidency for the ten years previous to his resigntion of the office in 1805 and the rough hewing of the deparment as it now stands particularly in the organisation of High Schools and the improvement of higher education was mainly his. [...] The Sunis follow—firstly the Koran secondly the Iladis that is the sayings of Mahomett as collected and handed down by Abubucker Omar Osman Ali the other companions of the prophet both Anger and Mahajar Fatima Hassan Hussein and Ayesha so far as they agred with the doctrines laid down in the Koran ; and thirdly the sayingskf the family of Maliomed that is the descendants of Fatima [...] The existing regulations with regard to pay claims for pension and so forth.are quite suitable when considered with reference to the wants of the immense majority of the educational employes but they are quite unsuitable for the employes who are at the head of the education of the presidency and on whose efficiency depends the success of the magnificent experiment which we are making in that [...] Another serious defect in the opinion of the writer is the exclusion of the cultivating and the zemiudar classes as also of the fundholders from all liability to this tax. [...] DEARSun —With reference to the contents of paragraph 3 of the Educational Record of this mouth I am directed by the Managing Committee to request you to let one know by return of post the probable (not necessarily the exact) number of candidates who will avail themselves of the arrangements of the Committee.
