That was in fact the burden of the appeal of the Comission while releasing the draft report for public information and simultaneously asking for their cooperation in the 'grand adveture of building up of the ecnomic life of the people. [...] Its main purpose is to place before Parliament an account of the finances of the Central Goernment for the current year and the prospects for the coming year on the existing basis of revenue and expenditure so that the House may know the general bacground against which it has to deal with the demands which will be placed before it for a vote on account to meet the expenses of the administrat [...] On'e of the striking features of the' elections was the defeat of most of the towering personalities of the Opposition. [...] The propaganda machnery of the Congress had been very much active a few days bfore the polling date and one was inclined to feel that like the Gneral Elections the tides of the Municipal elections are again ging to turn in the Congress favour The Socialists the second largest party in the field did not make an impressive showing on the prpaganda front. [...] This is what accounts for the failure of the front to be able to form the Ministry though the Front leaders prefer to throw the blame on the members of the Indian Socialist Party for not co-operating with them.
