The next day on the 11th Pandit Matilal rose in his seat in the Assembly and with the permission of the president made a statement making the position of the Nationalist party clear to all the world i the Pandit declared that the rejection of the day before had nothing to do with the wrecking programme of the Swarajya Party; it was the joint action of the Swarajya Nationalist and Moderate [...] The constitution of the Central Government in India remains the same except to the extent that the number of members of the Executive Council has been increased and the Governor General has been given the power of certification over certain items of the budget thrown open to the vote of the Legislation _Assembly. [...] The absolute character of the power of the British Government over the Indian finances has not at all been affected even by concession of transfer of some of the departments of the Local Governments to the management of the Ministers appointed from among the Councillors. [...] The constitution of the Government of India in India remains the same which in the language of Chancellor Pitt is sufficient to secure to this country (Britain) the wealth arising from the commerce of the Company to the inhabitants of Hindcostan peace and tranquillity and to enforce obedience on the part of the servants of the Company
