The extension of franchise to the adult population of both the sexes in some of the Western countries has not solved the problem of democratic government among them ; neither does the - advent of the Labour Party into the seats of Government promise to the toiling masses an easier life and a juster distribution of the fruits of their labour. [...] The letter also explains the mystery of Pandit Madan Mohan Malaviya's eleventh-hour determination to oppose the introduction of the Finance Bill ; "the rejection of the Finance Bill was a maoeuvre adopted almost at the last moment as on the whole less damaging to the reputation of the party than the passing of the numerous amendments which would have made very large and indefensible reductions [...] The production of food-crops for the use of the people will bring home to the workers the necessity of securing iron in the country for the worker's tools and machines. [...] The question of manufacturing machines in India and the establishment of Polytechnic Institutes in large numbers will raise the plantation" question ; and the question of supplying the essential necessaries of Indians by Indian labour and production will raise the question of shipping and their cargoes the employment of sea-men and ballast the development and construction of shipping and the tra [...] In the play of every game of weakness the weaker gets the better of the stronger and wins the game by dragging the stronger into the mire.
