The enthusiasm and obstinacy with which the ordinances are sought to be enforced in the face of their obvious blemishes and defects can be understood only in the light of the above background of historical events.1180 THE EASTERN ECONOMIST DECEMBER 31 1943 That the prices of some articles have0come down and tiat on the whole the retail markets in some of the big cities and particularly in the cap [...] The groing pressure on the soil the neglect of agricultural improvement and the lack of industrial development are some of the causes of the malnutrition and stavation of millions of people in India. [...] The Government of Mysore in co-operation with the Government of Madras (Mysore and Madras being the chief centres of the sericultural industry in India) inaugurated a scheme in June this year under which the prices of cocoons are fixed from month to month with reference to the cost of living index and the rearers have to sell all the cocoons only to the Government. [...] Besides this there are other burdens the magnitude of which does not bear a high proportion to the burden already conlidered unless the country is open to direct attacks by the enemy or the economy of the country suffers from lack of wisdom or honesty on the part of the Government of the coutry. [...] In other words while the burden on the country can be estimated without reference to the manner in which the Government obtains the necessary funds foi the purchase of goods and services required for the conduct of the war the distribution of this buden among the citizens depends entirely on the finacial policy of the Government.
