In the light of the painfully slow progress achieved so far the Goverment has only itself 'to thank for if its announcment of schemes (under consideration) for the estament of a shipbuilding yard for the building of mechant ships and vessels required for the navy and for the establishment of an industry for building aicraft has not enthused the public which has heard of Government [...] the maintenance of the general buoyancy of our war-time economy to the maximum possible extent in order thus to permit the readjustment of price and cost on the one hand and the speediest advent of our programme of long-term reconstruction on the other. [...] This is necessary because in the words of the Report of the Mission: The seriousness of the econmic situation in Great Britain the state of her indutry and the gigantic demand for both capital and cosumption goods from all over the world are such that she will not he able to supply the whole of India's rquirements in the coming years. [...] Fourthly confidence in the ultimate success of their ventures and in the capcity and aptitude of the people to give effect to them: Fifth/J acceptance of the fact that ability is the sole test of merit and advancment and that neither colour creed nor caste should stand in the way of hamonious working. [...] The expansion in the prduction of sugarcane envisaged in the plan is only to the extent of the deficiency of the province.
