Ever since the Railway Conventiee of 1924 the fortunes of railway finance saw several vicissitudes the net result of which at the end of the inter-war period was that the general teserves were practicaly depleted and the depreciation fond was raided to the extent of Rs. [...] Considering the heavy losses sustained by the Government in the past on account of the railways and in view of Government's responsibility of keeing a strict supervision on the working of this comercial department it is essential that part of the surplus revenues should be appropriated to the Cetral Government. [...] But when a private agreement divides the markets of the world agnong the members of a cartel none of those goods can move between the zones while the contract is in force." The proposals therefore contemplate the setting up of a special agecy within the International Organization to receive complaints examine the facts and tender advice as to the remedies that may he required. [...] It is a pity that the Government did not care to take the House into their cofidence regarding the exact nature of the measures taken to allay the misgivings in the minds of the public but we agree that the problem is too complicated to be covered during the question hour. [...] In the first year of war (1939-40) the Department was pre-occupied with large numbers of claims arising from the German occuption of Belgium Holland Norway Denmark and Fiance and the entry into the war of Italy and Japan leading to heavy losses in the Middle and Far East.
