The present bill dpf course only asks the principle of estate duty and the machinery of collection to be accepted: the operative rates of duty and the principles governing the distribtion of revenue as amongst the different provinces are deliberately left over for a„ separate act of legislature. [...] For the ance so much as to the force of example in the search moment the present bill merely asks that the principle for new sources of revenue to meet an increasing growth of estate duty and a central machinery for collection of expenditure which depends not on the form of goshould be accepted. [...] It is not a capital budget in the full sense of the term but a statement showing all the transactions of a capital nature and focusing attention on the productive and deadweight debt of the Government. [...] In his reply to the Comittee dated the 7th February 1946 the Governor of the Reserve Bank observes that the Government of India have limited the number of banks authorized to deal in foreign exchange to those which possessed sufficient resources to enable them to handle a resonable volume of the exchange transactions. [...] Regarding the incidence of the tax the Finance Meher recently in a answer to a auestion in the Legilative Assembly said that owing to the poor bagaining position of the grower vis-a-vis the wholsailer and the expectation of large imports of foreign nuts the probabilities that it would fall on the cosumer have not been fully realized.
