It is a typically Fabian Budget attempting to raise labour gradually but effectively to the middle-class standard and simultaneously down-grading the uppeclass by a sharp steepening of the death duties and the maintenance of the income-tax at the war level. [...] THE FISHERIES REPORT The Report of the Fisheries Sub-Committee which is under consideration of the Government of India states that an increase in fish production of at least 10 to 11 times of its present figure is of immediate importance in view of the fact that the available supplies of fish are quite inadequate to meet the demands of the rapidly increasing population of the country."
