The targets of production the location of the new mills the distribution of spindleage and looms the conditions to be imposed are to apply over the whole of the country. [...] What weight is attached to this aspect of planning by the Committee may he seen from the warning they utter that “if the Government of India cannot arrange for the compliance of all provinces and States to the principles of this post-war plan we are of the opinion that the whole question of planing for the expansion or erection of new mills in India must be abandoned.” These are strong words a [...] The survval of the handloom industry in the face of all kinds of odds and vicissitudes is one of the remarkable features of our industrial organization and both economic and social considerations point to a strengthening of the basis of handloom economy though not at the expense of the mill industry. [...] The Committee felt that on the basis of the reports of the sucommitees - the final report could be drafted so as to get a piture in the words of Pandit Nehru "of a new pattern of organized society." The political uncertainties and vicissitudes and the wilderness into which Congress was driven prevented any continuation of work by the N.P. [...] The Chamber is against spending any substantial sum on the improvement of the port of Madras in the immediate filture as the trade through that port has of late been declining consequent on the development of Cochin and Vizagapatam and the Chaber holds that competition is bound to continue at the expense of the Madras port.
