As to the basis of distribution of the amount to the Provinces we would invite attention to. three recent articles* on the subject which have appeared in the Eastern Economist." The latest Press note states that provisionally the amount will be on the basis of popultion. [...] The following factors may be listed:— (1) The state of readiness and ability of the Prvincial Government to spend having regard to the stage of preparation of its plan the valiity of the plan the administrative machinery its competence etc. [...] However in the immediate future consumers goods also will have a considerable place in the utilisation of the loan but the supplies of some of them seem to depend at the moment more the scarcity of themselves rather than on the scarcit.\ of dollars to purchase them. [...] The proposed preliminary international trade conference is scheduled to take place in September which will be well over a year after the termination of the hostilities. The course of the conference will greatly be affected by the decsion the U. K. takes about the liquidation of the sterling balances. [...] Every historical incident recorded goes to prove the Hinduism and the authoritarianism of the Indian National Congress the neutrality of His Majety's Government and the sincerity of its intentions the justice and the righteousness of the Muslim cause.
