Intialy as the Secretary of State said at the Press Conferece held on May 17 the Provinces 'automatically' come into the Sections A B and C the freedom a province has is to join with the other provinces in the section in deciding whether there should be a group at all and (b) to opt itself out of the group formed by the section after the constitution has been framed and the first electi [...] It may be said of course that it is open to the Province to opt itself out of Group later but the Provincial Constitution may be so framed that the whole structure of the Provincial Assembly is built to suit the complexion of the majority in the Group Constituent Assembly. [...] The whole relation of the Group to the Province needs much greater clarification froM the point of view of safeguarding the province against the tyranny of the Group. [...] It is understood that at the forthcoming meeting of the Standing Committee of the Chamber of Princes a panel of names will be selected from which the Viceroy will pick the number required to form the advisory committee of the Indian states for the interim period. [...] As regards the Government employees in nocommerciadepartments the considerations which will apply to the determination of the scale; of pay will be the adequacy of the scales in the light of the vastly changed.coats_ and_ standards of living.
