For one thing operators anticipating the budget proposals went short of forward bullion while buying up the ready in order to take advantage of a provision in the rules and regulations of the Bullion Exchange to the effect that sellers in the settlement were entiled to claim from the buyers an amount equal to the imposition of a new import duty or increase in the existing import duty on bullion [...] A very sharp fall in the size of the floating stocks of gold occurred in the wake of the scramble for the yellow metal on the occasion of the Demonetisation Ordinance when stocks in the Bombay market were practically ehausted. [...] They will have to await the free functioing of the International Monetary Fund and the World Bank and the revival of world trade when the United States may be expected to show less ethusiasm for burying in the vaults of the Treasury gold and silver laboriously dug out of the bowels of the earth by other Countries of the World. [...] An indications as to the way the wind is blowing is the threat of the U. S. Government of withdrawing the loan already granted to Poland—an ally of the Soviet Government —if it fails to fulfil the political conditions attached to the loan. [...] The Government's policy to promote peace in industry will be determined by the urgency of expanding production on the one hand and the necessity of improving the lot of the workers.
